<br />
By Eric Cline<br />
Former Saskatchewan New Democrat Minister of Justice<br />
<br />
<br />
<i>Erin Weir is not well-known outside of Canada. Even many Canadian
readers won’t recognize the politician’s name. But the story of how he
was smeared and excommunicated by his own political party presents a
stunning indictment of political cowardice in the age of #MeToo. And
what happened to him could happen to virtually anyone who runs for
office.</i><br />
<i>
</i><i>Weir is a federal Member of Parliament (MP), having been elected in
2015 to represent the Saskatchewan riding of Regina-Lewvan. He ran in
that election as a candidate for the New Democratic Party (NDP), which
sits to the political left of Justin Trudeau’s governing Liberals, and
constitutes the third-largest party in the Canadian parliament. His
downfall began on January 30, 2018, the day he announced his candidacy
for NDP caucus chair by sending an email to other NDP MPs, and to the
leader of the federal NDP, Jagmeet Singh (who, at the time, had not yet
become a Member of Parliament). The email set off a chain of events that
eventually led to his expulsion from the NDP caucus, and stripped him
of the opportunity to stand as a candidate for the party in the upcoming
Fall, 2019, federal election. Under the Canadian political system,
party leaders are free to unilaterally block candidates, no matter the
views of voters or the rank-and-file. Without party affiliation, Weir’s
political career is effectively over.</i><br />
<i>
</i><i>Weir’s undoing was the work of Christine Moore, an NDP MP for the
Quebec riding of Abitibi-Temiscamingue. In a reply-all email responding
to Weir’s expressed interest in becoming caucus chair, she wrote that
she could never support him because “there are too many women (mostly
employee[s]) who complained to me that you were harassing to them.” She
then added: “As a woman, I would not feel comfortable to meet with you
alone.”</i><br />
<i>
</i><i>Like Weir, Moore was not well-known—except insofar as she already had <a href="https://nationalpost.com/opinion/christie-blatchford-moore-may-not-be-the-feminist-conscience-she-has-branded-herself-to-be">helped</a>
ruin the career of two MPs in Justin Trudeau’s Liberal party after
advancing claims that they, too, were sexual harassers (a subject
discussed in more detail below). And her new accusation would have come
as a surprise (and still does) to anyone who knows Weir, a 37-year-old
economist who once worked for the Canadian section of the United
Steelworkers union.</i><br />

The Erin Weir debacle continues to haunt the federal New Democrats. It underscores party leader Jagmeet Singh’s seeming policy confusion and calls into question his political judgment.<br /><br />It just won’t go away.<br /><br />Weir is the Regina MP who was expelled from the NDP caucus last year and barred from running again for the party. His sin? He had dared to defend himself against charges of sexual harassment.<br /><br />This week, the 37-year-old, lifelong New Democrat conceded that he won’t run under his party’s banner in the fall election. Nor will he run as an independent. He will sit this one out. <br /><br />The Weir saga began with a 2018 email from NDP MP Christine Moore to fellow caucus members claiming that he had harassed not her but other, unnamed women. Singh almost immediately suspended Weir from caucus, while his office began a search for women willing to complain. Eventually, four were found. Three said Weir stood too close to them when talking and didn’t know when to shut up. The fourth said he had twice yelled at her over the issue of carbon tariffs — once during a policy debate and again later in an elevator.<br /><br />At another time, these complaints might have been kept in perspective. But in the #MeToo frenzy of 2018, they were viewed as unforgivable political crimes. Weir was ordered to apologize to the “survivors” and take sensitivity training. He readily agreed, but with one exception. He didn’t see why he should apologize to someone for having heated words over a policy issue — even if that someone were female.<br /><br />When his accuser was quoted anonymously on CBC, Weir responded to media requests for his side of the story. That, it seemed, was truly unpardonable. Singh expelled him from caucus and barred him from running for the NDP in the fall federal election.<br /><br />In particular, Singh faulted him “for diminishing the finding of harassment by claiming that this was in fact a policy disagreement.” “It’s a bit Orwellian,” Weir told me in telephone interview this week. “If you try to defend yourself, it only proves that you’re guilty.”<br /><br />In January, the Regina-Lewvan NDP constituency association asked Singh to reconsider and let Weir contest the nomination. Singh refused. Earlier, 68 prominent Saskatchewan New Democrats, including 13 former MPs, made a similar pitch. Singh dismissed that plea as coming from “people in a position of privilege.”<br /><br />It was a comment that didn’t go over well in Saskatchewan.<br /><br />The NDP will rue its treatment of Weir. It has been not only unfair but unproductive. A former economist for the Steelworkers Union, Weir has a keen understanding of the political economy of his home province.<br /><br />On the issue of energy pipelines, for instance, he understands both the need to combat global warming and the dollars-and-cents reality of his constituents.<br /><br />He favours construction of the controversial Trans Mountain pipeline expansion from Alberta’s tarsands to the Pacific Coast. In part that’s because the pipes for such a project are manufactured in Regina. In part, it’s because “to the extent that we continue to use oil,” pipelines are the safest way to move petroleum.<br /><br />He says he is baffled that “the current leadership” of his party has taken no position on carbon pricing, given that this issue promises to be central to the October election.<br /><br />He’s equally baffled that Singh opposes all oil pipelines but appears to favour building new natural gas pipelines in British Columbia. (In fact, the NDP leader has suggested, at different times, that he both supports and opposes a plan to pipe B.C. natural gas to the Pacific Coast for liquefaction and export to Asia.)<br /><br />Many New Democrats will disagree with Weir on the pipeline question. But he’s right that the party needs to clarify its muddled position.<br /><br />He’s also right that vigorous debate between those who happen to be men and those who happen to be women shouldn’t automatically be treated as sexual harassment. Such an approach does no sex any favours.<br /><br /><i>Thomas Walkom is a Toronto-based columnist covering politics. There is something VERY wrong with Right Wing thinking in Canada .. it is becoming more extreme, more violent and more intolerant of democracy. Here is Saskatchewan Conservative Senator Tkachuk demanding that protesting truckers "roll over" members / supporters of the Liberal Party of Canada!! The convoy of trucks were parked near Parliament Hill and the Senator's play on words strongly alludes to killing Liberals by rolling over them with their trucks. This is totally unacceptable in our Canadian society / democracy!!!<br />
<br />
Senator Tkachuk was the former Principal Secretary to disgraced former Conservative Saskatchewan Premier Grant Devine,<br />
<br />
<b><i>"I know you've rolled all the way here, and I'm going to ask you one
more thing: I want you to roll over every Liberal left in the country," </i><i>Tkachuk told convoy-supporting protestors. Cheers erupted from the crowd." </i></b><br />

"During an appearance on the political show CTV Question Period, Singh appeared to be unaware of a news story that made a lot of headlines last week. Singh was asked how he would respond, if elected prime minister, to the recent statement by China’s Canadian ambassador Lu Shaye, that Canada and its Western allies’ calls for the release of two Canadians detained in China is rooted in 'white supremacy.'<br />
<br />
“Sorry, who accused who of white supremacy?” Singh asked his interviewer. He later told the Toronto Star he didn’t hear the initial question. Host Evan Solomon repeated it in full and asked how Singh would have responded if he were prime minister.
“I don’t know if there is any evidence of that suggestion,” Singh said, then quickly pivoted to talking about U.S. President Donald Trump.

<br />
Many pragmatic, experienced veterans of the New Democratic Party of Canada are preparing for the Party to be nearly obliterated in the upcoming 2019 Election under the leadership of Jagmeet Singh.<br />
<br />
The reasons are many, but none more public than Singh's handling of the
Erin Weir and Christine Moore harassment allegations in the Federal
Caucus. Singh has also managed to ignite an outright battle with the governing New Democrats in Alberta over pipelines and a nasty battle with Saskatchewan Federal New Democrats over the excommunication of MP Erin Weir.<br />
<br />
It is unfortunate that at their Caucus meeting starting today in BC, the Members of the Federal NDP Caucus will rally around Singh, attack his critics and venture forward over the next year with grim determination while Canada witnesses the electoral sinking of the Federal NDP. <br />
<br />
Perhaps from the remains of the Federal NDP will arise a social democratic option in Canada for the 21st Century that is not burdened with the current idiotic <i>'rebel without a clue' </i> leadership that is currently suffocating it.<br />

September 9th, 2018 <br />
<br />
So much for the federal NDP’s pretense of being the party of fairness, equality and even reconciliation.<br />
The differences between leader Jagmeet Singh’s and the federal
party’s internal handling of two “inappropriate conduct” cases involving
two NDP MPs recently are staggering … and horribly hypocritical.<br />
Saskatchewan MP Erin Weir was elected for the NDP in the 2015
election … but, as reported by Global News “was suspended from the
caucus in February after fellow New Democrat Christine Moore sent an
email to her caucus colleagues saying she had heard numerous complaints
about Weir allegedly harassing staffers.”<br />
NO ONE had directly filed a complaint against Weir, but news reports
at the time said he made women in the workplace uncomfortable by
standing too close, talked too long to some, and had, according to
Singh “failed to read non-verbal cues in social situations” that his
advances were unwelcome.<br />
Weir was IMMEDIATELY suspended from the NDP caucus while a
third-party investigation took place: it supported “one claim of
harassment and three claims of sexual harassment”.<br />
“The report states that when he realized that his advances were unwanted, he stopped.” Singh admitted.<br />
Weir said he never intended to embarrass or harass anyone and
underwent counselling, but Singh would not budge and last week, the MP
was EXPELLED from the NDP caucus.<br />
“Singh’s letter to Weir, however, says he still hasn’t taken
“responsibility publicly” for “attacking” former caucus colleagues. It
also says the president of the NDP’s staff union warned him that Weir’s
reinstatement would violate workers’ right to a harassment-free work
environment.,” according to The Toronto Star.<br />
Singh and the NDP being VERY TOUGH on sexual harassment or impropriety in the workplace! Bravo! Very principled!<br />
But remember Christine Moore? She’s the NDP MP who reportedly had first brought Weir’s actions to the attention of Singh.<br />
Well, she also got into hot water with the NDP … when two months
after the Weir situation, it was revealed a seriously wounded Canadian
Afghan War veteran and witness before a Parliamentary committee in
2013, accused Moore herself of “inappropriate sexual behaviour”.<br />
Retired Corporal Glen Kirkland alleged the NDP MP had invited him
back to her office, served him drinks, visited him in his hotel where
they had sex, later sent him explicit messages and even showed up
unannounced at his home in Manitoba, where he rebuffed her.<br />
“Moore strongly denied the relationship with Glen Kirkland was anything but fully mutual and consensual” the CBC later reported.<br />
But still ….<br />
An MP getting involved in a sexual relationship with a witness at a
Parliamentary committee sure seems WORSE to me … a LOT worse … than
standing too close to others at work or “not heeding non-verbal
signals”.<br />
But apparently, NOT to Singh and the NDP.<br />
Sure, they again ordered a third-party investigation … but the
handling of that one, right from the start, and the outcome was QUITE
different from what Weir had faced.<br />
Moore was relieved on her duties, but she was NOT immediately
suspended from caucus … as Weir had been … pending the investigation.
Why not????<br />
Kirkland later complained he wasn’t even interviewed as part of the
investigation; and, in July, the investigation cleared Moore of any
harassment and abuse of authority allegations; she was welcomed back to
full duties within the NDP caucus.<br />
So it certainly seems that, for the federal NDP, MPs having
relationships/sex with witnesses appearing before their Parliamentary
committees is quite ok … or at least forgivable, but standing close to
people while talking and protesting one’s innocence, even while
undergoing behaviour counseling … is not.<br />
<br />
Hypocrites!<br />
<br />
Again, from my personal point of view … having spent 38 years
covering politicians at local, regional, provincial and even the federal
level (including 8 years right there on Parliament Hill) … Moore’s
admitted actions are FAR more troubling than Weir’s.<br />
And yet, Singh has rejected Weir’s attempts at rehabilitation and
reconciliation … and refused to accept him back in the NDP caucus or let
him run for the party in the next federal election.<br />
While Moore is embraced once more , the injured Canadian war vet Cpl. Kirkland ‘s complaint remains unresolved.<br />
Looks to me like a federal NDP double standard: Weir (MP for
Regina-Lewvan) is a male, from Saskatchewan (14 seats); Moore (MP for
Abitibi-Temiscamingue) is a female, from Quebec (75 seats).<br />

I joined the federal New Democrats in November, 1981 and after 37 years of continuous membership, I had my membership in the Federal NDP cancelled in the spring of 2018 specifically because of the horrible performance by new leader, Jagmeet Singh.<br />
<br />
So,as a result, I will not receive a copy of the Federal NDP's survey.<br />
<br />
Allow me to once again communicate with the Federal NDP and tell them how Jagmeet Singh is performing as Leader.<br />

OTTAWA — Jagmeet Singh won't allow scorned MP Erin Weir to run as a
New Democrat in the next election — a decision that has caused a rupture
between the NDP leader and the party's long-standing members in
Saskatchewan.<br />
In a letter to Weir this week, Singh says he isn't confident the
Saskatchewan MP won't repeat the harassing behaviour that got him kicked
out of the NDP caucus last spring.<br />
Consequently, Singh says he rejects the MP's request to be readmitted
to the NDP caucus and won't approve his candidacy for the 2019
election.<br />
<b>But 67 former New Democrat MPs and MLAs from Saskatchewan have now
written to all NDP members of Parliament, accusing Singh of denying Weir
due process and unfairly maligning his character, while flouting the
party's constitutional rules for dealing with harassment complaints.</b><br />
<b>
</b><b>The letter was signed by "every living former MP" from Saskatchewan,
according to former provincial cabinet minister Pat Atkinson, who
wrote the letter on behalf of the 67 former legislators.</b><br />
<b>
</b><b>Among the signatories are former MPs Dennis Gruending, Lorne Nystrom,
Bill Knight and Dick Proctor. Knight and Proctor are also former
national directors of the party.</b><br />
<b>
</b><b>Weir was one of three New Democrats elected in Saskatchewan in 2015,
ending a 15-year drought for the federal party in the province. Atkinson
predicted Singh's unilateral decision to oust Weir will jeopardize that
hard-won comeback.</b><br />
<b>
</b><b>"I think what it means is that there'll be less people willing to
donate, there'll be less people willing to step up to door knock. I
think it has a very serious impact on the federal party in our
province," she said in an interview.</b><br />
<b>
</b><b>The former Saskatchewan legislators first wrote to Singh in May when
he expelled Weir from caucus following an independent investigation into
allegations of harassment. Atkinson said they have tried to work with
the leader to remedy the situation, but "there was no listening, no
accepting, he just had his mind made up, obviously."</b><br />
<b>
</b><b>Since Singh took the helm of the party last fall, there has
been grumbling among some long-time New Democrats that the former
Ontario MPP was not taking advice from those with experience at the
federal level. Atkinson said the Weir decision is a demonstration of
that problem.</b><br />
<b>
</b><b>"Successful leaders listen to people in the field, they listen to
former politicians, they listen to party members, they listen. You just
can't have a little enclave of people," she said.</b><br />
<b>
</b><b>In the Weir case, she added: "You sure should take into consideration what New Democrats in Saskatchewan are thinking."</b><br />
<b><u><i>Weir's supporters have solicited two legal opinions, including one
from former Saskatchewan justice minister Eric Cline. They argue Singh
does not have the authority to unilaterally expel Weir, which is a
violation of disciplinary procedures set out in the party's constitution
and the anti-harassment policy adopted by New Democrats at their last
convention.</i></u></b><br />
And they question Singh's decision to initiate an investigation in
February based on hearsay from another MP, Christine Moore, before any
actual complainants had come forward with specific allegations.<br />
Weir's supporters are also upset by what they consider the leader's
exaggerated response to the investigation, which found one claim of
harassment and three claims of sexual harassment against Weir were
sustained — all of which were deemed to be "on the less serious end of
the spectrum," involving the MP standing too close or failing to
read non-verbal cues in social settings.<br />
It was Weir's response to the findings — publicly dismissing one
complaint as payback for a policy dispute he'd had with a member of
former leader Tom Mulcair's staff — that got him booted out of caucus
permanently in May.<br />
In his letter to Weir, Singh said he isn't satisfied the MP has taken
the actions necessary to rectify the damage he did to the NDP's "work
of building a safer workplace and party."<br />
"I have not seen evidence of a genuine understanding of how your
behaviour needs to change or an expression of regret and remorse for
describing sustained findings of harassment as 'trumped up,'" Singh
writes.<br />

<br />
I've voted New Democrat in all Federal elections since 1972 with
membership since 1981. With the woeful inexperience and bad judgement of the current
Leader, I don't feel comfortable in the Federal Party
anymore. Under his short leadership, major Party issues have been sidelined by 'Khalistan' while on the Convention floor the hot divisive issue was the Party's stand on 'Palestine'. I've knocked on thousands of doors for the Party over the years and I can assure you these are NOT vote getting issues for us! Ongoing affiliation for me is very shaky. I am actively looking for
reasons to stay.<br />
<br />
As well, Jagmeet Singh's ongoing mistreatment of my MP Erin Weir has gone on
for 44 days without resolution. Jagmeet's inexperience and international outward
focus is hurting the Party.<br />

Dear Jagmeet Singh! <br />
It is unfortunate that your lengthy, ongoing mistreatment of current
sitting New Democrat Member of Parliament, Erin Weir, continues! This is
highly unacceptable!! You placed him in political limbo for over 3 weeks based on NO actual
allegations .. then you opened a 3 week 'fishing expedition' so that any
'actual' complaints could be made. <b><i>'Guilty until proven innocent' </i></b>was
the WRONG move on this matter Jagmeet. I did not support you for Leader
and your high handed treatment of my Member of Parliament proves that i
was correct to not vote for you. This is NOT how Jack Layton would have

<br />
T<b>en days after NDP Leader Jagmeet Singh suspended MP Erin Weir, details on the 'investigation' and timeline were finally revealed on CTV's 'Question Period'. While no allegations against Mr. Weir had been received by Mr. Singh, a personal attack by a fellow caucus member saw the suspension of Mr. Weir from Caucus duties. </b><br />
<br />
<b>Mr. Weir is my MP, I voted for him and tried to help with his election. I write this opinion on my own without consultation with anyone. I am speaking publicly against Mr. Singh's actions because i have no other mechanism to raise my voice on this injustice.</b><br />
<br />
<b>Here is what Mr. Singh has finally outlined concerning the 'investigation' of 'allegations' against Mr. Weir: </b><br />
<b><br /></b>
<b><u><i><b>Window to report allegations in Weir investigation closing</b></i></u></b><br />
<b><i>
</i></b><b><i>
As for the process underway to handle the third-party claims of
"harassing behaviour towards women" levelled against Saskatchewan MP
Erin Weir,<u> Singh said there are about 10 days left in a two-week window
for any potential victims to come forward with specific allegations. (!!!!!!!)</u></i></b><br />
<b><i>
</i></b><b><i>
On Feb. 1 Singh announced the NDP would launch a probe into the claims
levelled against him by fellow NDP MP Christine Moore in an email to
caucus.</i></b><br />
<b><i>
</i></b><b><i>
According to a copy of the email, Weir is named directly by Moore, who
alleges that "too many women (mostly employee [sic])" have complained to
her about Weir harassing them.</i></b><br />
<b><i>
</i></b><b><i>
Based on what’s been made public, there is no indication these allegations involved incidents that were sexual in nature.</i></b><br />
<b><i>
</i></b><b><i>
The independent investigation got underway formally on Feb. 6, Singh’s chief of staff Willy Blomme announced earlier this week.</i></b><br />
<b><i>
</i></b><b><i>
Blomme said the investigation is being conducted by Michelle Flaherty
who is a University of Ottawa law professor and member of the Human
Rights Tribunal of Ontario.</i></b><br />
<b><i>
</i></b><b><i>
"Once Dr. Flaherty’s work is complete, the MP's role in caucus will be re-evaluated," she said in a statement.</i></b><br />
<b><i>
</i></b><b><i>
<u>Singh said the part of the investigation where the investigator will be
open to hearing from victims will total two weeks, closing on Feb. 20.</u></i></b><br />
<b><i>
</i></b><b><i>
"Then, the investigator has requested some time to evaluate how long it will actually take to prepare the report," Singh said.</i></b><br />
<b><i>
</i></b><b><i>
Citing the investigation, Singh would not comment on whether any men or
women had come forward with specific allegations against Weir.</i></b><br />
<b><i>
</i></b><b><i>
As of last week when Weir appeared on Question Period, no one had spoken up to his knowledge.</i></b><br />
<b><i>
</i></b><b><i>
"We understand that this is a matter that needs to be done very
urgently and we’ll try our best to have it done in an expedient manner,"
said Singh.</i></b><b><i> - CTV's Fifth Estate - Feb 11/18</i></b><br />
<br />
<span style="font-size: large;"><b>To have my MP suspended from his caucus duties based upon no allegations and then subjected to a 2 week penalty period in order to allow 'possible allegations' to be made against him is a mockery of justice of any kind! <b><br /></b>
<b>In my years of defending the New Democratic Party on this blogsite, I can say that I have NEVER seen worse administrative decisions made by a Leader of the NDP. <i>"The Republican Party’s attempt to treat Donald Trump as a normal political candidate would be laughable were it not so perilous to the republic. If only he would mouth the party’s “conservative” principles, all would be well. </i></div>
<i>But of course the entire Trump phenomenon has nothing to do with policy or ideology. It has nothing to do with the Republican Party, either, except in its historic role as incubator of this singular threat to our democracy. Trump has transcended the party that produced him. His growing army of supporters no longer cares about the party. Because it did not immediately and fully embrace Trump, because a dwindling number of its political and intellectual leaders still resist him, the party is regarded with suspicion and even hostility by his followers. Their allegiance is to him and him alone.</i><br />
<i>And the source of allegiance? We’re supposed to believe that Trump’s support stems from economic stagnation or dislocation. Maybe some of it does. But what Trump offers his followers are not economic remedies — his proposals change daily. What he offers is an attitude, an aura of crude strength and machismo, a boasting disrespect for the niceties of the democratic culture that he claims, and his followers believe, has produced national weakness and incompetence. His incoherent and contradictory utterances have one thing in common: They provoke and play on feelings of resentment and disdain, intermingled with bits of fear, hatred and anger. His public discourse consists of attacking or ridiculing a wide range of “others” — Muslims, Hispanics, women, Chinese, Mexicans, Europeans, Arabs, immigrants, refugees — whom he depicts either as threats or as objects of derision. His program, such as it is, consists chiefly of promises to get tough with foreigners and people of nonwhite complexion. He will deport them, bar them, get them to knuckle under, make them pay up or make them shut up.</i><br />
